"No weapons, please!"
The problem with designing targets for Magic to kill is that they should use melee. Problem with that is that, due to melee being close-quarter, Warriors would always be able to kill them too. In fact, the whole triangle is biased in this sense as Ranged targets are best killed with melee but a good Ranged target should be impossible to kill with melee... due to their position. Now, whilst flipping the whole triangle round would fix this easily - Archers rain down heavily on Warriors, Warriors dice up Magicians, and Magicians reach up and obliterate Archers - players won't like this. So... we need a way to have melee targets that Warriors won't have an easy time killing... remembering that the magicians are training here, and not going off to kill a foe that all classes would struggle at.
This is where the title comes in, "No weapons, please!".
With an increase threat to public security, Guards are being forced to disarm all who enter their towns - or some towns. Varrock, Falador, Arodugne, etc. The Guards' Quarters would be exceptions - such as Varrock Castle Courtyard and the White Knight Castle, but the remainder of the town would be very strict and it would be impossible to wield a melee weapon whilst inside, possibly ranged weapons too! As Magic doesn't require a weapon, and has an advantage over melee, they can just happily waltz around melting the guards without having to compete with Warriors. If bows are banned too, it means that throwing weapons are being somewhat encouraged. Of course... warriors can still kick up a fight (see what I did thar?).
Yes, guards aren't amazing training... but for noobs, at least, having a target purely for magicians might be welcomed and it might be fun for veterans too.

Looking at the triangle like that, maybe Magic is suppose to have a weak defence?
Melee has an advantage over Ranged but has no way of hitting them, and Magic has an advantage over Melee but has no defence from them. The only problem is, Ranged has an advantage over Magic... but I can't think of a drawback.

So either Ranged is lacking a weakness or Magic is lacking a defence - the triangle can be looked at in two ways, but both are broken.

Mage is lacking a defence...a strength...and an accuracy...I'm pretty sure that bonuses act like percentages...(so...+270 slash defence at 80 def vs...+100 slash attack at 80 attack is 3.7*80=296 defence...vs 160 attack) but mage attack bonuses and defense bonuses operate on a much smaller scale (as in literally smaller bonuses not like every point has less effect) and mage attack operates on a smaller scale than mage def...
What this really means though is that a rune platebody and platelegs or black top and legs can overwhelm the other two spots of mage attack bonus...whilst they can't come close (in fact black d'hide doesn't even subtract from) the other classes weapons (ranged for rune, melee for black d'hide) thus allowing tehm to hybrid effectively

The idea was anti-melee, so Ranged still getting skills isn't all that biggy. It's possible that only walking in and teleporting in could have you de-armed - so if you grapple in, it's all good.
