In the new tutorial, you are forced to get level two in either woodcutting or mining... then after the quest you get a free upgrade to level 4 in the skill you chose...
I can only imagine the rants some people are going to have...

The only problem when being that newbies would want the exp you got from Learning the Ropes, which all players could receive.
