The World 84 Paradox

World 84. A non-specialist UK world. Over the last few days, it has proven hard to get in as it seems to be at maximum occupancy at all times.
But once you get in, you find yourself asking one important question. If this world is at maximum occupancy, and I have to be put on a waiting list to get in, where is everybody?
Seriously, everywhere is virtually empty. Banks, training spots, everywhere! How can a world be full and empty at the same time? Answers!

well they might be crowded unofficially doing something like an activity or perhaps all skilling in one spot
