Could you tell me how I could go about making one of these? I'm just curious, because I wanted to try making one of my own.

The ocean and mainland were simply created on Paint, and the sprites for trees, icons, etc. were copied from the official RS Map. (By holding Shift+PrtSc, you can copy an image of whatever's on your screen which you can paste into Paint, then crop or edit anything as you see fit.)
The text was just added via Paint's text tool.
If you want to make the copied symbols and sprites blend in with your map, zoom in to them and colour the surrounding pixels accordingly.
