Masks
I do not mean goofy things that you put over your face on Halloween. I mean a more general version of the word that could bring some new items to Runescape (or rejuvinate interest in others).
I used to play MapleStory. In MapleStory there was something called the cash shop where you spent cash to buy items, pets, powerful teleports that could move cross continents (the basic one s couldn't). The one interesting thing was that all the outfits and equipment were "masks," the items had no inherent bonuses, but were worn covering your equipment garnered from the game to give a cooler look whilst those items provided the bonuses.
Of course, in Runescape the idea of a cash shop is not likely, what i instead propose is that certain minigame/random event/quest/clue scroll/miniquest costumes should be "masks." For example, wouldn't it be awesome to wear the insane looking Lord Marshal set over full dragon for an uber cool look. Or perhaps you would like to cover your ugly splitbark hat with a penguin mask.
The PVP Question
The only other concern is PVP. In PVP most masks would be disallowed for the reason that they would conceal armour giving unfair advantages. Certain masks such as rogue could however be allowed simply due to there nature...perhaps they would ahve negative bonuses, or require some further challenges before you could utilize them in PVP

Ahhh, so by masking you mean to through some robes over your armour? You worded it very confusingly unless I misunderstood.
I don't agree with masks for the head-slot for purely logical reasons - hiding that huge pointy hat with a small, little thing.

No...it has some magical property so that your appearance is item X which is a statless mask that just looks cool, but your bonuses are determined by item Y which is what your actually wearing

In-game it could be compared to the attractors use in CW/SW. The attractor (although in this case it isn't worn) provides the bonuses, but the look is that of the cloak...

Or, a simple case, I'm wearing granite top and dragon skirt, but my lord marshal outfit is hella stylish. I wear both, it looks like I'm wearing lord marshal, but my armour stats are based off the dragon and granite

Ahhh, so basically you get to look however you want. I was about to word it with whatever stats you want, but whilst I was implying that you still need to have the armour, I don't think that would have come across. Some of my mates use fake-cards at college in, I think, Yu-Gi-Oh? The cards feel like sandpaper and it's all gold and glittery. Yes, it's fake, but it's not the same as a proxy as they have the real card in their tin/in the card protector. That sort of thing? You have the item, but you want to look differently (not necessarily an altered version of the same thing, as my example my imply).
I'm trying to think of games where that's used (that I've played).
I'd probably prefer more diversity of actual content. Like on my body interface idea I suggested the ability to wear drapes and robes over your armour. You could adorn your appear to look more formal or stylish, but the actual armour is still there and visible. I don't know, I can't tell if I like the idea of masks or not.

yeah, it's just i imagine this is far easier to code than a more compelx interface with layers...
