Dual wielding
a popular suggestion on the forums, is the ability to, wait for it, wield 2 weapons at once! (big surprise huh) and heres my vision of it
first off, the best weaponry that you can dual wield has to be up to dragon, anything higher would be to awesome (OMG DUAL WIELDIG WHIP NOOB!) and no special attacks work, imagine dual wield Dragon dagger specs, not fun.
second, to dual wield you need 1 and 1/2 the attack level (rounded up) normally required to wield it so
2 for iron and bronze
8 for steel
15 for black
30 for mithril
45 for adamantite
60 for rune
and 90 for Dragon
also, not all 1 handed weapons can be dual wielded, only daggers longswords and maces, can be dual wielded, and all suffer a small damage and accuracy hit.
also, another small detail, if you fulfill the attack requirements (and the same level in strength) you can wield certain 2 handed weapons with one hand, and put a shield or defender in the other, but not another weapon.
please note this is rough, and i may update this a lot later

I don't support the ability to dual-wield weapons. However, I do support off-handed weaponry. Yes, it's essentially the same thing—but it's for equipment designed to be held adjacent to other equipment (rather than just doubling-up). Such as the Defender, only different. Perhaps even those designed for other classes - the shortstaff for Magic, or the Hunting Knife for Ranged.

how would you see this done, I can see a off hand staff adding to magic bonus, but a hunting knife for ranged wouldn't make sense, what do you mean different, explain it more and I'll add it

Admittedly, anything less than Rune is kinda crap and dual-wielding probably wouldn't break combat. However, we're all patiently waiting for Smithing to be updated... and, well, you can't have half of smithing doing something and the other half not just because Jagex didn't have enough foresight.
As for how my idea would work. Essentially the same as the Defender. A piece of equipment you hold in the off-hand that provides bonuses and generally aids your combat.
The Hunter Knife is a back-up weapon for when you run out of ammunition, or just to get a few hits in at a close-up target. It requires a Ranged level, and isn't a particularly menacing threat, but it's there. It is designed exclusively to be held along side bows (exc. crossbows) - so don't worry that it's two handed. Perhaps add the buckler and such.
The shortstaff is a second staff you hold in your off-hand. It provides additional melee and magic attack bonuses for in-between spell attacks and making your magical attacks more powerful. Things like tomes, crystal balls, etc, could all be off-hand equipment for magic.

I was getting this on my mind (while trying to come up with something new) but 3mpty are right,
make some suggestion of "offhand" weapons, giving bonus to a skill or something.
I even had the ability for 2 whips (the white whip and the dark whip) dual combat. AFTER a insane and long Warriors Guild task... -.-
