Idk but this came to mind.. And I dont want to have it in my head rest of the day.
What if you had a skill or ability called Diplomacy. It could be used in quest between runescapes kingdoms and enemies such as orcs or similar.
The Senate could basic be a guild of npc or even experianced humans players who are interested in politics etc. Not that runescape should take stand of any politics but the senate would be just one with many... not liberal or communism or something similar.. mainly something in runescape. Goblins, elves, dwarves, gnomes, orcs, fauns, werewolfs every creature could have a seat in the senate.. they all could form some politic parties, with medieval and fantasy names.
Players could join the human parties: The Varrock City Party, The Falador Shield party, Lumbbridge Ring party, Camelots Sword party, Yanille magic party, Ardongue kings party.. etc. to make a stand on some spec. topics. Just a thought really!
the senate could take up quests about war or peace questions between spieces and races. (still the relation between orcs and humans would be aggresive.. same with goblins and lumbbridge... idk what the relations are with the elves, fauns and gnomes.. )
it could be really interesting but still chaos sometimes

noone interested in this?? I thought we could have it as a "new" thing in RS3, the big cities had to have some controll over the world (not only through the gods, but also through the people) making laws and things like that ^^
anyway...

I suppose it would add an interesting element of gameplay if there were semi-regular elections for senate - maybe different senates offering different passive gameplay effects. Such as, one feels alcohol should be banned, one wants to put more money into the economy, one wants to fun guards more, etc. So during each period, gameplay in the senate-controlled areas would be slightly different. But it might be too complex to implement, or to difficult to make contrasts worthy of the effort... there's no point in having a complex system if the rewards/consequences are negligible.
It definitely shouldn't be a skill though.
