It's plane of orbit is at an angle. If you imagine looking at the universe side-on so that most of the planet's orbits are near-horizontal (and appear as straigh lines), Dallas's orbit would be at like 45 degrees (still visible over the line). So far as I can tell nothing intersects it at it's turning-point... Which is when it's on the same plane as the planets. 
Look up Flash Solar System on Google... It's called InteractiVe Solar System or sommet, like third down. On it, find Halley and that's what Dallas looks like.

I really don't know now.
For the lore? I think I fantasised that the elves came from Ouran. RuneScape needs to be finished first, me thinks.
