How does magic work?
Our good old runestones?
Ancient artefacts left behind?
Weaving flows of energi? (WOT)
The really realistic, but slightly boring, simply moving energy. Moving a rock with magic takes as much energy, as doing it by hand. Lighting a fire requires heat from somwhere else, etc.

great questions... its really what our world has for a.. history background.. if its made from mysterious sources or magic and runestones we could use crystals and runestones for magic. otherwise we could simple use simple spells ?

If I recall Pallis is actually farther from the planet's magic due to it's height so it has very weak magic. However I think it would be cool if some sort of mysticism based upon the heavens that they are closer too was more prevalent than lower-world type magic.
Also, I think there have to be some who have figured out that the lower you go the more magic you get so they've started mines that go way down in which they can manufacture talismans, amulets, charms, spell-scrolls etc.

I suppose we could do whatever we want with the mysticism (or the like) since it doesn't occur on lower world, so it doesn't matter if it's consistent.

Magic that's still bound to the laws of conservation, action-consequence, momentum, etc. Discworld style! You can't just lift something using magic, you have to train your brain else you might throw it into the side of your skull.
Goblins have innate magic, I suppose it's possible there could be races with innate magic upon Pallis?

A race of mysticism? Example, they have temples on higher ground and mines deep in the ground for minerals for their equipment etc.?

So... Some kind of Earthly-magic as the one seen in RS, just being weak (I like Dark's idea). Then some kind of Heavenly-magic (Open for suggestions) that is stronger?
I think that would create a really interesting dynamic in the world, really.

Mystics and Magicians.
Maybe it should be shaman-like magic? Perhaps the forerunners left drills behind that extract magic from the ground in the form of energy. Not having knowledge of runestones, this energy is directly applied to appliances and tech? So it's non-spell magic?

it could be a non-spell magic.. it could be like magicians who can do stuff without any runes to cast.. they only have their spellbook.. to look cool.. no serious. its sounds good, shaman-like magic.. mystics...

Maybe they have tech that's fuelled by magical energy? So like, magic's main use are cells/batteries.

I'd say possibly some drills/columns that brings 'earth magic' (Imma use that term for Runescape's magic flows) to the surface, or some structures that amplifies them enough to use/imbue something. Then there's the 'heaven magic' to discuss, I suppose it could take a more mysticismic form.
Also, to use WOT analogy. Maybe 'earth magic' is more elemental based, while 'heaven magic' is more spirit based?

Maybe they should be like nuclear power?! The drills bring the magic to the surface, but the process is incredibly dangerous. And perhaps one of the plants melted down - causing mutant peeps.

nuclear war? maybe therefore the barrenlands where Morguls lives are now dead ... 2 nuclear plants.. one near the lake, and one in the rest of the continent. the one away from the lake melted down making everything around diying, maybe Morguls once was a fine people but due to the dangerous effect they formed to trolls (such as Toliken draw the Orcs as Elves driven to darkness by Sauron and taken 1+1.. .. I thought it was something like that...) the other nuclear plant is the ancient pumpdevice that gives the green nature to the Dwallows to live and settle down

I didn't literally mean nuclear power, or nuclear war... more, that magic is radiant in it's unrefined form. And whilst it's ability is more potent, and limited, it's also potentially dangerous. The drills literally extract magic from the matrix, and when one of the drills malfunctioned, it could have caused the local fauna to mutate - but I was thinking that should be more recent, such that it's a recent problem. The mogrul should be older.

well the "earth elemented" magicians and "heaven/spirit thing" magicians as Ruy suggested? how would these look like?
like two stages or are we anywhere near to have the ability to use these.. heaven things ;D Or is it just NPC-Only. : )

Perhaps that's how the scrorpire were decimated. They drilled to deep in too many places in close proximity and the explosion leveled the nearby land, pulverizing the rock crust of pallis into a thick dust which has now formed a huge desert of shifting dunes.

But it would mean them being totally degenerate. There's no point in them being exposed to magic radiation and only being physically affected, that's just boring. Also, perhaps they cannot survive long outside the radiation zone? To add an element to defeating them... perhaps their armour is impenetrable, so you must lure them out and strike while they're frail.
