Simplest way to make a precursor quest; come up with an object, and let the story unfold itself around it.

The protectorate has stood as a bastion of order and security for several hundred years. The arms of the diminor protectors have shielded a large portion of the dwallow for long years. But from the brink a dark force is moving towards the capital, aqueducts into the plains and forests of the protectorate are failing, and the mogrul nip at the heels of the protectors.

Would be cool, but I'm not sure how we'd interact with that. It's be like going to the park and seeing two swarms of bees at each other... You want to break them up for ther own good but know they'll only sting you.

The skorpires protectors of the secret of the ancient dunes the legion of the damned is advancing towards them, their defences are weak but their faith is strong they believe in the chosen one, an adventurer imbued by their gods to protect the ancient relics of the desert, this prophecy is their last hope and it may be the key to the desert future

If we're the advenurer I already dislike it. If the adventurer is an NPC im still not 100% but it's less bad.

Because it sounds lame with the chosen one and being blessed by some gods and what ancient relics exactly? Why are the scorpire protecting it?

Also. I think that to really do good questlines we have to put some thought into regions/groupings. If it's just a bunch of tribes thathave no organization whatsoever we are going to be rather severely limited to [x] threatens [tribe y]
EDIT: Obviously I'm not saying that we need to have countries and empires and more civilization, colonization etc. What I'm saying is that we need to differentiate regions, figure out how the regions interact, what are the myths of region y, how do the tribes of region x treat each other, what trade goes on between dwallish towns on the coast and those in the jungles, How do they deal with the monsters from source d... etc. etc. etc.

I try to do that, Ijust cant get my idea to work well, I think that whe should take some ideas from from other mmorpgs, srry if I spelled it rong btw.

By sort of plotting out how society works. Even if it tribal, and pre-mass colonization there are still going to be inter-tribal relations. There are going to be groups of tribes that are allied, ones that guard resource x, there are probably going to be the beginnings of trade routes, feuds etc.
Also @ Dusk, the Dwallow are not the opposite of the Mogrul, they are merely two very different sentient species that dominate the land.

Alright, so back to the original post, and before this drama, I would like to know how us, the player, discovers Pallis. Since we have been talking about this world and all of the extravagant quests, races, and civilizations, it remains useless to the person. Does the person access Pallis through the Wight Gate as Ruy mentioned on another post- and is that part of a complex string of events? Why that gate?
I honestly think we need to know how and why we get to Pallis before we begin talking about the quest series that will follow later. Remember Runescape is a game that develops around your character dependently; not independently.
I honestly feel that you should be the cause of the storyline; not necessarily the individual tribes. I mean really- if you go to Pallis you are making like one of the largest societal developments for both humankind and Palliskind. I think there should be this dual-story line each fit for the two main factions. Like you dealing with the Dwallows and their Shamanic Rituals and make gains in their society, while the Mogruls and Dragons are stirring up minor conflict. Then, you could introduce the Dwallows to humans back in Gielinor- raising hell at the same time- and causing a mass-exploitation of Pallis's resources. There, it is your job to negotiate peace between the creatures living in Pallis and the races of Gielinor.

The Dwallow, whilst not in a stage of advanced uber-colonization, are not "primitive." Why do we need to make gains in their society? Although they live in "tribes" they build towns and are pretty intelligent, they just don't form governments over big regions and claim it all for themselves.
The only "exception" is really the Protectorate, where a far more organized race has offered them protection in return for some degree of nominal obedience, and trade.
Also, do we really want the "Oh lets introduce everyone" thing as our fundamental questline? I mean. what if it's a special expedition from (Legend/Heroes) Guild and you're sworn to secrecy

Also, this is not a suggestion for RuneScape, we are designing a game set in the same universe. As far as I was aware players would start an adventure on Pallis.

Also my suggestion wasn't necessarily THE suggestion.

I mean you can't just magically appear- you could, and figure out why you're there as the story progresses. And perhaps the entire story you're trying to find the reason why you're in Pallis.
