Modriria! Hail to the elder Gods!
Modriria is a strange land kept under strict control by the powerful organization known as the Blade of Charilon.
The Blade was established by Charilon, leader of a certain sect of Elder Gods, before he banished his servitors from the world, their goal is to keep watch and neutralize any attempts by those gods to enter the worlds...here's a map
The White/Gray/Maroon area is home to the blood ogres, chaos ogres, and Ice ogre
The Gray Square is Charilon HQ
The City Is the Charter Ship headquarters (Trader Stan)
The floating Brown Area is the Home of the Raft People.
Green area south of City is thick Jungle, home of vicious tribal warriors
Desert has a massive stone city with huge pyramid, it's inhabitants worship the sun/moon/stars god

Sounds like, how big is this island? If this "Charilon" prevents other gods from coming here, it would have to be a pretty big island.

Size: Modriria would be very large, possibly bordering on the size of Karamja.
Gods: The Gods of this sect are different from our gods. The gods of mainland Gielinor are more like uber-insane-mega-ultimate-archmage-warlords. The gods of modriria draw power from the faith of their followers...both literally and figuratively.

Charilon: High God
Coronus: Sun/Sky God, worshipped by the desert people
Uolin: Sea God, Worshipped by raft dwellers
Humba: Woodland God, worshipped by jungle tribes
Ba-Arak, Tyek'kin, Urak'gar: Gods of Chaos, Ice, and Blood, worshipped by respective ogre clans
Hiribus: Lord of The Deep Flames...worshipped by the At'Kar-Dath'rik a dwarf-tzhaar blend, and the Urak'kim ...the gem dragons. Both races live on the area north of teh desert, a volcanic range.
All of these gods and their peoples have been forced into submission by Charilon. They now are restricted to Modriria

The Blade of Charilon keeps order in Modriria, studies the art of war, and watches the entire world.
In Modriria you can find many patrols of well armed Blade-Elites
In their temple is a huge array of experimental weapons that will eventually revolutionize PVP.
In the rest of the world a huge network of secretive spies watch for any attempted incursions by other gods.

This reminds me of an idea by Orb Master. His idea was based around Greek Mythology, I believe, with the god of War, etc. On the thread we discussed the possibility that these gods are fictional. In that... whilst Guthix meditates his mind is still active. The Greek-based gods are merely a figment of Guthix's sleeping-imagination - almost a dream.
We've discussed this in chat, all gods draw worship (it's confirmed Guthix is an exception, though Zaros is believed to be). Another exception could be the Desert Pantheon, although this isn't because they are actual gods (in the sense they are all powerful), but because they aren't true gods. Both Icthlarin and Amuscat have made direct contact with the player in game, and Amuscat walks among is - a breach of the Edicts.
Prior to remembering Icthlarin walked among us, I was happy to expect that maybe Amuscat denounced her godhood - having grown bitter of being second place to her brother. However, I cannot see a reason Icthlarin would choose to be mortal, so unless (as is hinted) Elidnis is human and it's their human-heritage that allows them to be here, the whole Desert Pantheon are just idolised beings of greater power than our own (like the Mahjarrat).

Well about that
the pinnacle quest will involve a direct incursion upon the main land that will be contained attacked and defeated...your character will have to perform a ritual actually cutting the god off from their followers
