I'm just remodelling the TST's home thread in case I'm volunteered to repost it.
This is my backup, I guess.

The Suggesters’ Committee was founded in late 2005 by I Be 1 Sheep, her goal to unite this forum’s greatest suggesters with a single ambition: to better this amazing game; written by the players, for the players. We are the ones with the insightful ideas. We are the ones with useful feedback. But above all, we are the ones who write the suggestions that stand above the rest.
Enrich the forums through example with quality threads and mature feedback.
Our hope's to inspire Jagex to create content.

3. I agree to be involved. Please participate in discussion.
4. I agree to be helpful. Make effort to aid your fellow players in writing their suggestions.

Members should attempt to refer to GMT + 0, aka Forum Time, as much as possible to make conversations simpler.
GMT-8 — Pacific Time
GMT-7 — Mountain Time
GMT-6 — Central Time

GMT+1 — Central European Time
For an event held at 18:00 GMT, simply add or subtract your GMT timezone.

We are always on the lookout for fresh pools of creativity.
There are two ways to get involved with TST: the first is through a direct invitation. If we notice that you consistently spew exceptional threads, or are generally renown within the community for providing excellent feedback, you may receive an invitation to join the team. So all you can really do is keep up the good work!
Direct invites don’t happen often; there are thousands of players in the forums. We don’t see everything. If you have not been invited, and feel you should have been, it's nothing personal - we probably have not seen your threads.
The other method is to register with our off-site, personal clan space. It's our home away from home: a little place for ourselves. We have a gallery, our own chatbox and a budding little community just awaiting your suggestive expertise. If you become an active part of our off-site community, you could just find an invitation to join us on the official RuneScape Community Forums!
You can find it by searching our name, The Suggestion Team, on the world's favourite search engine.

No, I'm putting this up because I'm going back to uni soon and didn't bring a memory stick home. With hindsight, I could have emailed it to myself. 
I've added "If you become an active part of our off-site community, you could just find an invitation to join us on the official RuneScape Community Forums!"... previously the second method was to join the SEP (Suggestion Enrichment Team). I'm jumping the gun a bit, but I'm going to bring it up in discussions with the other clan members.
Also, you wouldn't find anything searching that. "Our name" is the Suggestion Team. We're top result.
Edit: I've updated our "site name" and "site description"... we should appear if they search the Suggestion Site also, but we need to wait for the Google Bot to update it's profile on us.

yup. only a few are accepted. I think a secret admissions requirement is having your suggested content featured in the actual game OR have over 500 supporters on your thread.

kinda: http://www.rsboards.com/runescape-forum/forumdisplay.php?f=18 well I went there to post my suggestion (the Gielinor Valhalla thing etc) I was later kind of rejected there by some scums.... then I went here, did about the same thing and was warmed welcomed so I stayed here instead

lol! It is actually a representation of pipe. Not a pipe.
If you look at the very bottom of my sig, you can see the answer. It is in really small font.
